We buy goods and services in-line with the guidance and laws set out by the government and the European Union.

The law and our own internal procedures determine the approach we use and the process for quotation/tender is based on the value of the contract.

Class 1 Contracts


We can get a written quote from at least one supplier and go-ahead with the order if we think the quote is reasonable. We’ll then raise a purchase order which will set out the terms and conditions of the contract.

Class 2 Contracts


We’ll get at least three written quotes and, where we can, it’ll be advertised on our procurement portal and where required Contracts Finder>.

Class 3 Contracts

£50,001-EU Threshold

This is where we’ll enter a formal tender process using Delta, the e-tendering system. These contracts have to be approved by our senior management team and are most likely to be:

  • Open procedure
  • Restricted procedure
  • Existing Framework arrangement

We’ll evaluate each tender using a number of different criteria to make sure we get the Most Economically Advantageous Tender ‘MEAT’ which gives us the right balance between quality and cost.

Class 4 Contracts

EU Threshold+


All of these contracts will be advertised in the Official Journal of the European Union (OJEU)  and will be placed on our procurement portal.
